A few days ago, China's first mandatory national standard GB31701-2015 for infant and child textile products, the safety technical specification for infant and child textile products (hereinafter referred to as the "new standard"), was officially introduced and will be officially implemented from June 1, 2016. The new standard fully considers the particularity of the baby group, and the technical requirements and management indicators are fully in line with international standards, filling the gap in the relevant standards of domestic baby products. The new standard sets a two-year transition period for implementation, and products produced before June 1, 2016 and meeting the requirements of relevant standards are allowed to continue to be sold on the market from June 1, 2018.

Further specification of safety technical requirements. In terms of fabrics, it is stipulated that fabrics used in fabrics, linings and accessories of baby textile products shall not only meet the requirements of formaldehyde content, pH value, dyeing fastness, peculiar smell and decomposable carcinogenic aromatic amine dyes, but also meet new safety technical items including color fastness to wet rubbing, heavy metal lead and cadmium content, phthalate ester (6 plasticizers) content and combustion performance. In terms of fillers, the technical requirements for fiber fillers, down feather fillers and other fillers are specified in detail. In terms of accessories, it is stipulated that accessories used in infant textile products should not have accessible sharp tips and sharp edges, and the tensile strength of all kinds of accessories that may be grabbed and bitten by infants should meet relevant technical indexes. In terms of rope, detailed regulations are made for rope belts in different parts of baby clothing, such as head and neck, shoulder and waist. In addition to the above requirements, the new standard also stipulates that sharp objects such as metal needles should not be used or left in the packaging of infant textile products; durability labels for infant clothing that can be worn close to the body should be placed in a position that does not directly contact the skin; non-textile Other requirements for accessories must comply with relevant national regulations and mandatory standards.
The requirements are fully in line with international standards. The formulation of the new standard lasted 8 years. As the first mandatory standard specifically for infant and child textile products in China, it fully absorbs and draws lessons from the technical regulations on the safety of infant and child textile products in developed countries. Among them, the regulations on the unreasonable design of safety hazards such as ropes and machinery have filled the gaps in my country's standards; in terms of chemical safety, the limit requirements for 6 plasticizers and 2 heavy metals such as lead and cadmium have been added, which have been stricter than the relevant US standards; The requirements for rope and chemical safety also exceed the relevant national standards of Japan and South Korea. It can be seen that once the new regulations are implemented, the overall quality level of China's baby textile products will be greatly improved.
The scope of application is specifically for baby products. Before the implementation of the new standard, the main applicable standard for my country's textile products was the "National Basic Safety Technical Specification for Textile Products" (GB18401-2010), which is applicable to the use, decoration and household textile products produced and sold in my country, including adults and infants. And children's textile products. In contrast, the new standard is specifically aimed at infant and children's textile products sold in China, and the applicable objects are more specific and the scope of definition is more clear. The new standard's assessment and classification indicators also require more emphasis on infant safety. For example, the safety technology category is divided into three categories: A, B, and C, and infant textile products are required to meet the requirements of Class A and to put forward requirements for labeling.
The introduction of the new standard will greatly increase the technical threshold of my country's baby textile products, and bring about a greater increase in the cost of product design and development, raw material procurement, and laboratory testing. After the transition period, China's baby textile industry may face a reshuffle. If small and micro clothing enterprises do not update and respond in time, they are likely to be eliminated by the market. From the perspective of the long-term development of the baby textile product market, the introduction of the new standard will be conducive to the improvement of the overall production safety technical standards of my country's textile industry, and will help force enterprises to carry out technological innovation and product upgrades, which is more in line with international standards and market needs.
